It sounds like you've gotten plenty of advice, but I wanted to add that I live in a townhouse with no fence and mine both potty outside and we don't have a problem. I use 2 long flexi leashes and they go out my front door to a small patch of grass. I have a tie out on our patio that I use when we are grilling or sitting on the patio, otherwise I use the flexis and they go out the front door and I stand in the door or on the porch. It works extremely well considering the alternative is not having dogs.
