It may be the grass she objects to, but it may also be the leash that she doesn't like. Some dogs refuse to poop while on a leash. I had a husky like that.

Do you have a fenced yard that she can practice in? If so, I'd take some of her poop out there and leave it. When you think she may need to go, take her out and have her smell the old feces (dogs often stimulate themselves to "go" by smelling old feces). You may have to stay out with her for ages and ages, but be ready with really yummy treats. If she does go outside, treat heavily and praise in an excited little-girl voice like she just cured cancer! Make it party.
