I also have the same problem, Oscar has been going walkies for about three weeks now and he is 5 months old. He hasn't learnt to "go" outside yet either, he loves sniffing he grass and playing around but no wee as yet!

I presume it is because it is all still new to him and he doesn't feel confident to do his business yet. I am sure once he gets older and his confidence improves it will happen. If it doesn't I will just have to keep him out until he does it - just once will break the habbit but I won't worry about that yet.
