Default 9 week old puppy scared of strangers - help?

My 9 week old yorkie generally gets along very well with other dogs, not matter what their size. She's also very comfortable with everyone in the house.

However, whenever we'd bring people/strangers over, she wouldn't approach them. She doesn't bark or show hostility, but just shy away whenever others want to pet her.

I really want somehow get her to be comfortable around strangers, because this can possibility avoid risk of hostility sometime in the future. I tried by putting her on the person's lap and then getting them to feed her cheese or treats, but she refuses to eat unless it's being fed by a family member. She won't even eat dinner when it's served by a stranger.

Can someone help me out here? I might bring my yorkie to one of my friend's house (he has a puppy, an iguana and 2 baby leopards) to get along more with other animals, but it seems her fear is in other people. it's not like she ever had a traumatizing experience of being hurt by another child or person in her life...

Any suggestions are greatly appreciated!
