Sukoshi is exactly Zoe's size! I would say the M would probably be the best fit, it's fitted at the chest but I can still put two fingers in there, and the length ends right before her back legs and fits about 9.5-10" long. If you were to go up one size, the L, it fits Zoe as well, but it's a bit loose on the chest and to me slightly long. So try the M! The dress looks 1000x better in person and isn't as crinkly as it does in the photo on the site, once it's on the body. Hope that helps!
