I'm with you. This infuriates me. I am honestly afraid of what I might do if I came upon something like this in progress.
I think one of the biggest problems this society has is that we do not punish or rehabilitate juveniles for the crimes they commit. If we lock them away they come out worse then when they went in but if we don't lock them up they think they can (and usually do) get away with the most horrid crimes.
Until the law treats animal cruelty as the horrible thing it is and parents start teaching their children how to respect all life, I'm afraid we will see much more of this.
