No DNA does not mean it is genetically clear of any diseases. The DNA will be his genetic code so that if he does sire any offspring and there is any question that those are his offspring, the pups can have a swab taken and their DNA compared to the dam and the sire.
If you wonder if he is breeding quality, find a local dog show with someone showing YOrkies, long time breeder I mean, and ask them to evaluate him for you. THey should be able to tell you his strong points and not so strong points and whether his is indeed a pet quality or not.
If he is not just a pet quality you might consider showing him.
