Well, for Sims 1 it was Vacation, by far. Loved EVERYTHING about Vacation & they've announced that the next Sims 2 expansion pack is going to be a Vacation pack!!! I'm so excited...it's called Bon Voyage.
So far, for Sims 2...hmm...I suppose it's probably Open for Business. Not that it's the best, but you can do a lot with it.
