I know what you are going through. My Yorkie is a 1 year and 3 months old and he is still not a lap dog. I think he hates for me to hold him. He likes for me to play with him, but that's it. He likes my husband better and will sit next to him and nap. Your baby is still young so he still may become that lap dog, you would like.
