Yep, it is a characteristic of the breed, my sister has one with a major underbite, and my first dog a was a shih-tzu/pomeranian mix, he was gorgeous!! He had pom hair, a pom tail, and a small underbite, not major, so it was cute, he didn't have the wandering eye that some shih-tzu's get, and his nose was longer, he had big eyes but he really did look more like a shih-tzu than anything!
