At seven months your little Howie is still a silly pup. It sounds like he is full of exuberance and life and joy and just hasn't learned how to contain it yet. It would be good to teach Howie a verbal command to stand/stay. Once he fully learns that then you can start working with him to stand/stay while you are putting the harness on.
