You're doing the right things. I've struggled with fleas myself this year. I keep finding them on Sadie no matter what I do...they're outside & I live in an apartment, so there's not a lot I can do about it.
But it sounds like you're on the right track. Something you might ask your vet about: my vet has given me a couple of Capstar pills. It's supposed to kill them all within 30 minutes. I keep one on hand in case I see some fleas.
