I am a flight attendant for a major airline.
I also travelled extensively with my first yorkie, Molly Muffins (RIP) many, many times.
I would recommend the Sherpa travel bag. It is approved on all airlines, it is pliable enough to stow under the seats, well-vented, and has a couple of storage pockets where we would put bowls, food, water, towel, etc...
It is also non-descript. You sort of want a bag that blends in with the rest of the luggage so as not to draw attention to yourselves.
It also is easy to carry or just put on top of a rollaboard type suitcase.
We have vacationed in Mexico many times, but not with our dog yet. However, we noticed may people who do and from what we gathered, it seems to go just fine. We hope to take our new girl Nina along in the future.
