hmm, i thought it would be the skirt. I don't' exactly know how to combat this without trimming the hair. Hopefully others here with dogs in full coat will be able to help you in a way that doesn't involve trimming or wrapping the hair. For girls its different, trimming the immediate area prevents the hair from getting wet.
