its normal, its just tear stains. When it gets to hard to clean just get it wet with a wet paper towel and fold it like a few times to get a nice solid point. Then just stroke down. If it does not come off just pull it off with your fingers but not too hard. My rocky actually does not mind a little tugging so it will depend on your dogs tolerance.
