I have been around animals all of my life.
Prehaps some SICK person was holding the kid down and having the dog do this.
I cannot imagine any kid just sitting still for this.

It really depends on the kid. My son was able to throw things away at 1 year and get things at 2 years old. I want to also say that when I was at home potty training him the first couple weeks I let him run around naked during the day in the house. I read in a book that was the best way to teach him because he won't have to worry about pulling down pants on time. But I ALWAYS supervised him and he wasn't around a dog.
Obviously the mother wasn't supervising the child. But since the neighbors saw the dog, the dog did it. I guess this is another reason why family pets should be fixed.
