Question Lifting leg - dominance?

I know when dogs meet they check each other out and often one will even "help" the strange dog out by lifting a leg for a better sniff. I know this is just part of getting to know each other.

However, Riley has a strange routine. When Penny is lying down, Riley will sometimes walk over to her to play or just check her out. Then she will literally force her privates over Penny's face, even lifting a leg for Penny to check her out. Sometimes Riley will even hold her leg over Penny's head for a bit. And other times, there's no leg lift, just a hover.

I thought maybe this was a submissive thing, like "hey, it's just me... don't be mad." Then I wondered if it was a dominance thing because some friends of ours have a younger lab who will pee on the older lab sometimes in a display of dominance.

I found a site online that discusses it and says it is a display of dominance.

What do you guys think?

Oh, I might mention that Riley's ears are usually laid back during this time as well. Of course, that is always how she approaches people and other dogs at first because she is so super excited.
