Oh no, this is just not right. If you neighbor has any decency at all, he/she will gladly offer to pay for your outfit.
I would be upset also, it just isn't right when a human cannot train their dog. I feel sorry for the dog also as it just isn't fair to him to not have proper training. Poor thing just wanted some attention but didn't know how to receive it properly.
Maybe the Yorkie Talk fairies can get together and get you a new skirt???
