I agree! Does she have kids? Start being really sweet to her kids - give them little presents, etc. If not kids, find out what is important to her and try to subtly buy her off that way. I once had a neighbor who had 5 - 6 dogs in a neighborhood whose restrictions only allowed 2. But she was the sweetest thing ever, none of us would have ever dreamed of reporting her!

And, although in theory I am strongly opposed to bark collars (and debarking), this is one of those "last resort" situations where I couldn't possibly object. {Note - please let's not turn this thread into a debate about these. Sweetr72 doesn't need that right now}. You gotta do what you gotta do!
