Our city permits no more than a combo of 3 cat/dogs. Otherwise a kennel license is required. I've got my limit! Ours are licensed through our City's Health Department. Call you local government and they can perhaps transfer you around several times  til you find the right department. Yup, I worked for our local government so I know how they operate. Good luck finding your information.
