What they should do with a law is to mandate more Low Cost Spay/Neuter clinics to make it more affordable to low income households.
I firmly believe the problem has more to do with the income bracket and cultral differences especially in So.Cal. Many people from Mexico and South America and Asia who immigrated to the U.S. come from a culture where animals are just that animals that don't need medical intervention. I sometimes wonder how many are even vaccinated.
They need to be educated and given a Low Cost resource for vaccinations and spay/neuter.
Untill that happens, the shelters will get more unwanted pets as more and more immigrants comes into our State. |
