That's the thing...they may have good intentions, but what if someone's dog gets out, they get a $500 fine and the dog impounded. Some people won't pay it and just let them put the dog to sleep. Sad, but that is the way it is--so many people out there are irresponsible, and a fine like this won't make them responsible, it will end up getting the dog put down.
