Otis was licking his front paws and chewing at his tail and had allergies. The vet said there was redness and inflammation between his paw pads. I've looked, and I can't see anything, but I'm not a vet.. He's on meds for hayfever/allergies now but still chews at his tail sometimes. Good luck, I hope everything works out and you find out what it is.
