I don't have a stroller yet, but I have been wanting a cooling pad for Mojo. We travel a lot and go to a lot of outdoor events (car shows, races, etc).
PetEdge.com has some cooling pads and I think I am going to get the blue bandana one. It should work good. The thing is, I think it needs to stay in an ice chest before and after use...to keep it cool. Maybe in the ice chest on the way to where ever we are going and then in the stroller. Then on our way to the next place, back in the ice chest...etc. I don't know.

I did buy a big "ash" heating/cooling pad in the pharmacy area of Target last summer. It stays cool for a long time and is easy to carry with Mojo.
