I don't sneak him either. I asked first and only for the same reasons above. We were on our way home from the vet after his shots also, and I didn't want to leave him alone to go get some more cottage cheese he loves. I don't normally take him where it's not allowed.
I think as dog owners we need to put our best face forward for all dogs and dog owners, so I follow the rules. There are too many false stereotypes (if that's not redundant) about dogs and small dogs in particular. But I miss him when I'm not with him, so I understand the desire to be with our pups at all times.
