I'm planning on Lacy being Dorothy this year. I am going to get her that Dorothy dress and the ruby red shoes. I don't guess that XS will fit her though? She's 7lbs, I believe is about 14in around chest, 9in neck, and 11 or 12in long. Would she need a small?
