I think probably the best thing to do is get this behavior corrected immediately otherwise Chloe might get worse with the arrival of the baby in a few months. My friend had gotten a trainer for this very same problem and what she had to do was get a small bed and attach a VERY VERY short leash to the bed. Then when her two pugs would get in a fight like this my friend had to say "go to your place" and she had to take them to the bed, and tie them to the bed, so they didn't try to leave. That was their timeout corner pretty much. Now she doesn't need the tie, they hardly fight now and if they get snippy all she has to do is say GO TO YOUR PLACE and they both go and sit there until she says it's ok to get up. This is a great way for you to make Chloe realize that her behavior is unacceptable. I think if she starts to harrass Tink when she's just trying to get into bed, you should take Chloe and put her in the time out corner so she understands that she's not the alpha dog. Over time using the time out method will register with her and she will refrain from the attacks. But it will take time. It's just so hard cause they look at you all sweet with those innocent looking eyes and it's hard to punish them
