I use one for my big dogs and it has been the best thing ever. However like you say I believe most of them are not for smaller dogs. The one I have even says 8lbs or bigger. The collars I have vibrate as a warning that they are getting too close before it even shocks them. So maybe if you could put them on a level were they vibrated only it would just scare her. However I don't know if you can. They have companies that install the fences and train them maybe you could call one of them just for their advice on using one on a dog this small.
Like I said before though I haven't seen one that says its safe for a dog under 8lbs. I really don't know if I could use it on my yorkie even if it were safe. Its hard when you are training them and they get shocked you feel really really really bad.
Keep looking into it though, there may be a setting or something that wouldn't actually shock the pup.
