OMG! I would be FURIOUS! You are every right to be upset! What nerve! I once had an actual fist fight over my Maltese (before I got my Yorkie). I was planting some flowers for my mom and my neighbor, Kelly, opened my fence, picked up Codie and walked outside w/ him to show some of her friends. I ran after her and, let's put it this way, I almost got arrested for what I did to her. But luckily one of my cousins is a cop so nothing happened. I would never let someone get away w/ trying to harm one of my babies - and that is exaclty what your neighbors are doing. They are teaching your dogs that it is ok to break your rules and one day your dogs could get out and run into the street (and maybe even GOD FORBID get hit by a car). I would not THREATEN to call the cops - I WOULD actually do it the next time they try to entice your dog. You never know what their intentions are!
