Cocoa is four months old and will NOT sleep through the night. We play for a while before bed time, I thought that would tire him out well he sleeps for about 10-15 minutes and then he's right back up again and ready to play. Well of course how can I help it, I have to play with him for a few minutes! 
When I put him in his crate he sounds like someone is killing him 
And of course - he pees all over him self EVERYTIME I put him in the crate, Even if he's just peed he will pee AGAIN in the crate

You answered your own question why he won't sleep all night. He has your number. You get him back up after 10 or 15 minutes. As far as the pp, you will need to totally remove all urine scent from his crate. Then start practicing the word IGNORE.
