I train them on the pee pad until they are old enough to go outside, then I gradually start moving the pee pad towards the door, then eventually put the pee pad outside the door (and leave the wood door open and the screen door shut) where they can see it then they scratch to get to it (or ring the bell), then I open the door and soon enough they are going outside (it is not as easy as it sounds though, but it HAS worked on my two girls)..
