The thing with non-pet people is that they simply just don't understand what we go through to keep our pets safe. You can yell out to a toddler and they can comprehend it. A dog can too, but sometimes the fact that they are set "free" could hinder their "command comprehension". I notice that a lot of people do things that they think are "funny" and they don't understand that our dogs can get really hurt in the process of their "humour". Your neighbours really need to be set straight and understand that the safety of your dogs is of the utmost importance and if they do anything to jeopardize it, they will be held accountable for it.
