The only way I got my puppy to not bark was to ignore him from the beginning. This was a little hard and also got annoying if he kept going for a long time, but i toughed it out (A LOT haha) and after a short while, he got the picture and now barely barks at all when i'm gone or leave him in his pen/crate. He knows that barking/whining isn't what will get me to come to him. If you have been going to her when she barks, then she probably has learned that barking gets you to go to her and so that's maybe why she keeps doing it.

I hope youll be able to find something that works for you. My suggestion can be tough to do, but i know a lot of people who do it and it works. It just takes time and patience. Good luck hun!
