ok, so the in-laws you mean brother and sister? and they have the kids? or are the kids your brother and sister in-laws?? and are you taking the pup to visit them or are they coming to visit you?

he is your dog and you are an ADULT. it is your right (and your money) to make sure they do not harm the dog or ...it harm them... especially since he is still a pup and quite fragile.

the way they treat the animals in their home is their own business, but this animal is not theirs to treat as they see fit. (the same as if he were your human baby).
if they would like to GENTLY pet the puppy, that is ok (if you say so and hold him so you can supervise), but you are able to say, "Ok, that's enough. he's still little and gets tired easily."

if they cannot understand this rule (these children are old enough to understand) then they will not be allowed to go past xxx part of your home without someone "escorting" them.

don't back down on this. it may be hard to stand up for yourself, but you can always enlist your husband's help. and if you have no children, this can be his practice for when his mother knows best.
