They said that they will euthanize him if no one wants to adopt him. Maybe no one wants to adopt him because of the emergency vet bills. I'm surprised that little guy even survived.
I with they would use the money they fine him to pay for the vet bills for this baby. Or they should FORCE him to cover it's bills.
