Chances are you're right. Mills sell to Pet Stores. They may call them breeders but the bottom line is they're usually BAD Breeders/and or a Puppy Mill - Which is why we talk so much about never buying from Pet Stores - but lots of people don't know that and find out only after they've bought a puppy.
