Keeping him constantly on a leash is not the answer. This is the second time he has been stepped on? Wow, poor baby. Anyone with a Yorkie puppy quickly learns to do what I call the "Yorkie Shuffle". Learn to shuffle your feet when you walk, put a bell on him, and always watch where you walk.
Sorry if I'm coming across as rude. I don't mean to be but stepping on your puppy is very very serious. Get him to a vet and learn the Shuffle.

Wow, um, a little harsh ? I dont need scolded...I was at a BBQ and he was playing with anouther dog, and got underfoot of someone else.....I know your " shuffle" , Thanks for your compassion .He is running, playing and acting as if nothing has happened.....eating , being silly ......
