He's crying because he just got stepped on!!! You may want to get him to a vet. He may not have any broken bones but could have internal bleeding. So when you say he is crying like he is dying, he very well could be.

Keeping him constantly on a leash is not the answer. This is the second time he has been stepped on? Wow, poor baby. Anyone with a Yorkie puppy quickly learns to do what I call the "Yorkie Shuffle". Learn to shuffle your feet when you walk, put a bell on him, and always watch where you walk.

Sorry if I'm coming across as rude. I don't mean to be but stepping on your puppy is very very serious. Get him to a vet and learn the Shuffle.
