I know how frustrating it is. I have the same kind of thing in my neighborhood. there is a yorkie that is left out side most of the time. it is even hotter here in south texas. this poor yorkie got loose once and I informed the person where it lived. (I sure wish I had not) this was before I realized how much this yorkie was out there. It gets loose again you can bet your bottom dollar I will not let anyone know where it came from!
I have not seen it up close but my husband has. he said it is not well kept.
I can't do anything about either because they have a nice looking dog house for it to live in. SHAMEFUL!!!!! can you immagine the misquitos that they must have swarming on them?
since there is nothing I can do about it at this point........ when I have mine out on the patio (no more than 5 min at a time) I always say loud enough for them to hear me....." come on little yorkies babies it is way too hot around here for you to be out side." Probably doesnt' do too much good because I dont' think these people can speak english. bugt I have to get any old dig in where I can.
I know there are some people who disagree with me but I dont' think any dog regardless how big or ruff it is needs to be left out side in this heat.
