I use a harness on Maggie for walks. Our yard is fenced, but we still take her out to use the bathroom on a leash. She doesn't wear the harness, except for exercise time. During the day, I will put a CAT collar on her. It has an elastic expansion band. It does not constrict her little throat, and I can still attach the leash to it, so we can go PP and Potty.
