Don't cut them! I used to cut Lacy's and regretted it and it took FOREVER to grow back out. Just keep his hair in a ponytail, and eventually those bangs will grow long enough to pull back into the ponytail. You want to eventually be able to pull up all the hair from in between the eyes and up into a top knot.
