Definitley don't give your munchkin up for adoption! He'll miss his mommy! My Katie was VERY hard to potty train but she is about 95% trained right now - FINALLY! It can be very frustrating but don't give up! Here is what I did to wee wee pad train Katie (and it seemed to be the only thing that worked for me):

I put a wee wee pad wherever she peed in the house. So I basically had about 11 wee wee pads around my kitchen, dining room and living room. Every day or every other day move the wee wee pad closer in the direction of where you want her to pee. Eventually the pad will be moved to the right spot and she'll do her "business" there. It took me about 5 weeks to get her down to using 1 pad but it worked! It takes patience but it's worth it in the end. Good luck!
