my carob chips don't melt and my pb carob chip cookies bake in the oven for over an hour. carob has a much higher melting point than chocolate so it is not supposed to melt as easily as chocolate. I use unsweetened carob chips. what are the ingredients in your carob chips? and what temp are you using to bake your cookies? the temp might be too high if they are burning at bottom and raw inside...
