8 weeks if very young for a Yorkie to be taken away from its mother and litter mates who teach them socialization skills such as not biting too hard, submission, and pack order. Maybe that's the problem. It's a good suggestion to just put him down and ignore him for a little while. Also, he may not be used to being handled that much - so try giving him a body massage while holding him on your lap, but not on his back, so he'll associated being held with being a pleasurable experience.
