I know you have heard this many times but you need to be consistent and patience. Maybe you can try crating him, i know that has work for some. Remember he is young, he is only 4 months. If you try walking him and he would not go try keeping him in a close area with the pee pads when you return home. Maybe he will start getting the hint. Good luck.
