She is starting her own business and wants to take on lost/stolen pets. I suggest call her directly....if anyone can help, it is her.. 619 347-4252. It is best to have the owner call with all the facts, emails, police report, etc. in front of her instead of through a friend. Good luck..let me know. p.s. if they are hispanic, they are probably undocumented and therefore afraid of getting into trouble. I have had this happen wth small breed dogs before. it is a shame the ID collar was not on,,,,in fact, they were actually rescuing the dog from a larger dog or getting hit in the street so they did you friend a favor. A lot of people don't know about micro chipping believe it or not AND they or their family probably got real attached to the dog even in a short time. very unfortunate
