Well don't put him up for adoption just yet. He is ONLY 4 months. Every doggie has their own time with potty issues. Coco is like 95% but occasionally still has accidents. You just have to be more persistent. When I first got Coco, I would take her to the puppy pad in a small space like, the bathroom where she couldn't go anywhere. I would take her to it every 30 minutes. We wouldn't leave the bathroom until she went. So soon she associated the pee and poo with rewards of getting out of the bathroom and playing. Yes it was annoying because sometimes we'd be in there for 30 minutes and she would be bored. But tough love! She is great now. I take her in there and she goes right away and most of the time she find the pads herself. She is also only 4 months old. Sometimes I think we expect too much from them. You wouldn't expect a child to potty train himself/herself. It's same with doggies. It sucks but you have to take the time to take them to a confined spot. Sometimes ignoring the whinning (I know it's hard) is the best thing to do. I also crate trained Coco and now she is in a pen while I am gone at work. Hope this helps.
