Recently while I was on vacation, I noticed lots of signs on stores saying "please carry your dog, if he's too big to be carried than he is to big come into our store" So I think as long as you are carrying them it can't hurt to take them places, all they can do is ask you to leave if they don't like it! Eating establishements may be different, though, since they have stricter regulations regarding food issues.
