Yeah, typically if they are USDA licensed, it is assumed that they are a puppy mill because these are the people that sell their puppies commercially. That's so sad about those puppies being stolen. I would also like to think that they were rescued, but if they were being pulled out of their cages viciously, it's probaly not so.
