The USDA is the United States Department of Agriculture if I'm not mistaken - these are the people who oversee livestock breeding so if the breeders are approved by them, the puppies and their parents are probably treated as just that, livestock. I'm fairly sure USDA typically is a red flag for a puppy mill. As well as the state of Missouri.
Someone please correct me if I'm wrong here...
